Sustainability and Value: State Reimbursement Strategies for Palliative Care

State health reform efforts increasingly focus on providing comprehensive and well-coordinated care to people with serious illness to improve quality of care and drive down costs. Palliative care can be an important component of these strategies, buttressed by research that finds it improves patient satisfaction and reduces costs for people with serious illness. There are a number of strategies state health officials can use as they build palliative care access and services into their Medicaid programs.

Heightened by my perspective as a cancer survivor, I have led a number of successful palliative care initiatives, including introducing the nation’s first-ever palliative care program with a leading health insurer. As an economist and actuary, I have used evidence-based outcomes to develop and advance state and federal policy initiatives that make it easier for providers to deliver – and people to receive – high-quality care. Mindful of the bridge between payers, providers, and patients, I founded and am now CEO of Votive Health, an organization that is building a new standard of care for people facing a serious illness. My personal experiences drive my profession ambition. My hope remains that every person living with serious illness receives effective, quality, and affordable care, and I am actively working to design a system with patients, with survivors, and with caregivers.”
