Nora Leibowitz is the Chief Policy Officer for Cover Oregon. Nora has spent her career developing and evaluating health care and coverage programs. She has worked for the federal government (HHS Office of Inspector General), states (Oregon Department of Human Services, Oregon Health Authority and Cover Oregon, as well as in a consulting role with Rhode Island DHS) and private sector (ACS). After working with sociologists and economists long enough to figure out that she did not want to get a phd, she earned her masters in public policy from the University of Chicago. She has been working on health reform (and focusing on exchanges) since 2006.

- Developed and assessed managed care programs for special needs populations
- Investigated efficiency and effectiveness of federally-funded programs
