Meet NASHP’s New Center for Health System Costs Team

The National Academy for State Health Policy (NASHP) is pleased to announce two staff appointments to its new Center for Health System Costs. Deborah Fournier, JD, will serve as project director and Marilyn Bartlett, CPA, CMA, CFM, will join the team as a senior policy fellow.

Fournier served as New Hampshire’s Medicaid director and led strategic planning and implementation of health care policy and advocacy at the New Hampshire Fiscal Policy Institute. Previously, Fournier was a senior policy analyst in the Massachusetts Executive Office of Health and Human Services and most recently was a senior director at the Association of State and Territorial Health Officials, where her work included rural hospital sustainability and alternative payment methodologies.

Bartlett served as administrator of the Health Care and Benefits Division for Montana’s state employee health plan, where she led the successful effort to establish reference pricing to Medicare to help lower the plan’s health care costs. That work won her recognition by Fortune magazine in its listing of the 50 Greatest World Leaders in 2018. Recently, she has served as special projects coordinator in the Montana Department of Securities and Insurance.

Fournier and Bartlett will work in NASHP’s Emerging Policy Issues team, under the leadership of Senior Program Director Maureen Hensley-Quinn, and will be joined by a team of consultants to support this critical work. 

The consultants currently include:

  • Erin Fuse Brown, JD, assistant professor at Georgia State University’s School of Law, and faculty member of its Center for Law, Health, and Society;
  • Nancy Kane, MBA, DBA, recently retired professor from Harvard University’s T.H. Chan School of Public Health’s Department of Health Policy and Management; and
  • Anya Rader Wallack, PhD, associate director of the Center for Evidence Synthesis in Health and a professor in the Department of Health Services, Policy and Practice within Brown University’s School of Public Health, and a former leader of state health reform work in Vermont and Rhode Island.

The center, supported by Arnold Ventures, will be guided by a dynamic advisory group of state health policy leaders, announced last week, and will be part of NASHP’s State Health Care Costs Hub, which includes this new center and NASHP’s Prescription Drug Pricing Center, directed by NASHP’s Executive Director Trish Riley.
