In 2016, Montana’s state employee health plan, administered by the Health Care and Benefits Division (HCBD), implemented referenced-based pricing using Medicare’s rates for hospital inpatient, outpatient services, and physician payments. This new analysis of HCBD data shows the shift to reimbursing hospitals using a multiple of Medicare rates generated an estimated $47.8 million in inpatient and outpatient savings from state fiscal year 2017 to 2019.
