About John Bartholomew
John Bartholomew joined NASHP in July 2021 as a senior policy fellow for its Center for State Health System Costs. John provides technical assistance to state officials and other purchasers of care on hospital financial data to inform data-driven policies that aim to lower high health costs.
Before joining NASHP, John served the Colorado Medicaid office for 22 years at the Department of Health Care Policy & Financing where he held multiple financial positions, culminating in his 12-year tenure as the department’s Chief Financial Officer and Finance Office Director. As Budget Director and CFO, John oversaw all financial operations of the Department and its $12 billion annual budget. John provided leadership when the hospital provider fee program was implemented in 2010, which supplements Medicaid reimbursements to hospitals and helps to finance the state share of costs to expand Medicaid coverage to thousands who would otherwise be uninsured. John understands the responsibility of state service, having navigated the department through three different economic downturns, and shepherded the enactment of key hospital financial transparency legislation. He has played an instrumental role in finding departmental budget savings and assisting the Governor's budget office in submitting balanced budgets to the legislature.
John has a BA in economics from the University of California, Santa Barbara and a Master’s in economics from the University of Colorado, Boulder.
