Virginia Trotter Betts serves as Commissioner of the Tennessee Department of Mental Health and Developmental Disabilities as a member of the cabinet of Governor Phil Bredesen. Betts served as Senior Advisor on Nursing and Policy at the U.S. Department of Health and Human Services working closely with Secretary Donna Shalala and Surgeon General David Satcher on mental health and healthcare workforce issues. She currently serves as president of the National Association of State Mental Health Program Directors. She is a past president of both the Tennessee Nurses Association and American Nurses Association.
