Cathy Caldwell

Cathy Caldwell is the Director of the Bureau of Children’s Health Insurance in the Alabama Department of Public Health. Cathy has over nine years of experience in state government working with Alabama’s SCHIP program; most recently directing the statewide program known as ALL Kids which provide healthcare coverage to children within the state of Alabama. In her current role, Cathy oversees the development and implementation of Alabama’s SCHIP program. She has assisted in creating over 70 staff positions for the operation of Alabama’s SCHIP and manages an annual SCHIP budget of more than $120 million. From 2002 to 2007, she was the Administrative Director within the Bureau of Children’s Health Insurance where she directed all fiscal, data management and administrative activities for SCHIP. As a Data Manager from 1999 to 2002, Cathy maintained SCHIP data sources and developed numerous survey tools used in evaluation. Cathy earned a Bachelor of Science degree in Psychology in 1998 from Auburn University at Montgomery and a Master of Public Health, Maternal and Child Health in 2000 from the University of Alabama at Birmingham.
