Susan Besio currently serves as both the Vermont Director of Health Care Reform and the Director of the Office of Vermont Health Access, which includes Medicaid, the State Children's Health Insurance Program (SCHIP), and other publicly-funded health insurance programs. Dr. Besio was Commissioner of the Vermont Department of Developmental & Mental Health Services from 1996 to 2004, and Director of Planning for the Vermont Agency of Human Services from 2004 to 2006. From 1986 – 1995, Dr. Besio was Associate Executive Director for the Center for Community Change, a national technical assistance and research organization focused on integrated service systems for people with psychiatric disabilities. Dr. Besio received her undergraduate degree from Emory University, a master’s degree in Experimental Psychology from San Diego State University and a Ph.D. in Psychology from the University of Vermont.
