Bruce is the Technical Director for managed care in CMS’s Center for Medicaid and State Operations. As such he has lead responsibility for all Medicaid managed care policies in CMS. Bruce is currently leading the Delivery Systems Team implementing managed care, mental health, FQHC, and other changes to States’ CHIP programs brought about by the CHIPRA legislation. He also led the team that developed most of the Medicaid Managed Care Regulations published in 2002. He has worked in CMS and its predecessor agencies since 1971 and in Medicaid Managed Care for more than 24 years.
