As states design new delivery systems to enable individuals to receive long term services and supports in their own homes, they establish criteria that define the conditions under which persons may gain access to publicly financed services. For Medicaid funded services, this criteria includes both financial and functional measures.
NASHP’s work in this area has provided states with resources to support their ability to make informed policy decisions. Examples include products to help identify the flexibility available to states in developing Medicaid financial eligibility criteria; link Medicaid eligibility with access to housing subsidies; and develop assessment tools that measure an individual’s functional eligibility for long term services and supports against state-developed criteria.
The ease with which an individual can access services also depends in part on whether there is an adequate supply of long term services and supports providers. NASHP developed products that address ways to strengthen recruitment and retention of the long term care workforce.
