Due to the joint formation of Missouri’s Health Center Community Development Team between the PCO, PCA, and then-HRSA Field Office, the PCA and PCO are regarded as health care leaders in Missouri and are sought out for advice, support, and leadership on numerous health care initiatives around the state. A key example of state policy and best practices that has evolved due to collaboration is the Primary Care Resource Initiative for Missouri (PRIMO). When legislation passed in 1993 requiring a system of coordinated health care services that would be available and accessible to all Missouri citizens, the Missouri Department of Health and Senior Services established PRIMO, which is administered through the PCO. The state invests significant funds in PRIMO annually and resources are utilized to assist communities in developing their own systems of healthcare. PRIMO initiatives include incentives of student loans and loan repayment as well as funds for infrastructure and clinical settings.
